Affordable Housing in Canada: in Search of a New Paradigm
This report calls on policy makers from all levels of government to develop an new approach to affordable housing. The report finds that a new paradigm for solutions is necessary. Instead of the supply side approach taken by many, TD Economics points to a solution grounded in rasing market incomes combined with measures to overcome barriers for low income households as a way to reduce poverty and eleviate homelessness.
Looks at the need for housing for low-income families in Canada. It looks at how the supply of housing has decreased, while incomes among the lowest earners have not increased at the same rate at rents. Looks at the problems with the current paradigm dealing with the housing supply, as well as offering a new paradigm that solves those problems. (HRDC-2003)
