A more general document than 23, deals with other drugs such as alcohol, tobacco, marijuana and other non-injection drugs as well as injection drugs. -Issues: substance abuse among youth, HIV/AIDs, controlled substances, Aboriginal substance abuse, statistics on drug use. -Conclusions: study on the Canadian drug scene, more emphasis on the law enforcement side of the illicit drug trade than 23.
