Diand Cost Conference Manual
Manual designed to enable the user to develop preliminary cost estimates for remote and difficult construction environments typically encountered on First Nations communities and in Northern areas. Provides a reliable method of developing preliminary estimates (for both "capital" and "operations and maintenance") to permit the review of the cost impact of all feasible alternatives. Includes specifications for all community buildings and costing guides for use by Band councils. -Issues: Housing in Northern Areas, Community buildings. -Problems: Not a study, but a pricing guide. -Conclusions: Not specifically related to homelessness. If bands had the funds to build housing, they could use this guide to build more houses on reserve and therefore reduce Aboriginal homelessness. (HRSDC)
