Drug Use and Provision of Health and Social Services.
Harm reduction is a relatively new approach that offers an alternative to abstinence-based approaches to drugs and drug use. Its aim is to reduce the negative consequences of drug use to the individual, the community, and society as a whole. It is an approach that tolerates and even allows drug use, accepting that abstinence is not a realistic goal for some users either in the short or long term. Indeed, the goal of the harm-reduction approach is to attract drug users who will not consider abstinence-based programs or services. (abstract from the document)
