Exile on Yonge Street: Public Space and Homelessness in Toronto

In 2005, the council of the City of Toronto passed its plan to deal with the city's homelessness problem entitled "From the Street into Homes" The plan was excellent in its understanding of reducing homelessness in Toronto, but contained troubling provisions which threatened the ability of the homeless in Toronto to use the city's public spaces. The plan fits into a larger effort in North American cities to make public spaces inaccessible for public use and more specifically, for the use of the homeless.
