The report said that homeless individuals with substance abuse problems in Halifax "end up in the poorest of rooming houses, on the street and recurrently in police lock-up for want of a more productive setting." (excerpt from http://bosloe.com/Homelessness.htm)"Community Action on Homelessness (CAH) was developed through the work of community groups and the Government of Canada collaborating to tackle homelessness and housing problems in HRM. CAH is the vehicle for allocating funds from the federal Supporting Community Partnership Initiative (SCPI) for community projects. This Community Action Plan articulates CHA's priorities, existing assets, available services and facilities, and emphasizes their commitment to the inclusion of the "First Voice" (direct voice of homeless individuals) in the planning and implementation of projects. The plan also prescribes spending percentages for identified activity areas."
