Since the 1990's, homelessness has increased in the city of Vancouver. We are seeing more and more people living rough on the streets, in back alleys, and in our parks. The number of people staying at shelters and the number of turnaways has increased significantly. We also know that more households are at risk of homelessness. To put some numbers to this picture, since 2001 the number of shelterless on any one night has increased from 300-600 people depending on the season, to 500-1,200 people.
The number of shelter beds in the winter has increased from 550 beds in 2000 to 850 beds. There were more than 7,000 turnaways from the Triage Shelter in 2003, an increase of over 300% from 2000. There are now 40,000 people living in 20,500 households in the city which are at risk of homelessness (are in 'core need’1 and spend more than 50% of their income on shelter).
