London Borough of Lewisham - Homelessness Review & Homelessness Strategy 2003-2006
The enactment of the Homelessness Act 2002 has brought a welcome focus to an issue that is growing in its severity and impact. Given Royal assent in February 2002, the homelessness provision came into effect from July 2002.

The purpose of this legislation is to drive change in the way local authorities respond to the issue of homelessness. It requires local housing authorities to adopt a strategic approach to address the complexity and breadth of issues at the core of homelessness. The challenge to authorities is to provide an integrated and coherent response, delivered in partnership, and tailored to the local needs and circumstances of all homeless people in that area.

To achieve these aims, Section 1 of the Act imposes a duty on local housing authorities to carry out a Homelessness Review and formulate and publish a Homelessness Strategy based on the results of the Review. The Act reinforces the need for Housing Departments and Social Services Departments to work jointly in conducting a review and formulating a strategy. The Strategy is to be published by 31st July 2003.

A Canadian Homelessness Research Network (CHRN) initiative. The CHRN has received financial support from the Government of Canada’s Homelessness Partnering Strategy and the Social Science and Humanities Research Council of Canada
