Description: This resource outlines the development of the First Report Card on Homelessness in Ottawa for 2004 as a public awareness document that would portray the homelessness situation clearly, accurately and effectively for the community. The steps undertaken are detailed: a literature review and examination of other Canadian reports, a community consultation within the sector, the process to develop content and indicators then produce, launch and distribute it, followed by an evaluation of the First Report Card.
