In 2006, the Zambian Homeless and Poor People's Federation (ZHPPF) conducted the first Zambian enumeration (census) exercise in Livingstone. The enumeration involved Federation communities collecting information about their living conditions. It served as a tool for community organisation and collective action as the communities discussed the information collected, identified the challenges they face and then used the information to devise appropriate community-driven strategies for addressing these challenges. The information gathered included data on resident numbers, the sharing of facilities and income levels. The Federation has used this information during discussions with local government around housing and infrastructure needs. (abstract from http://www.homeless-international.org)
