One in Five: Housing As a Factor in the Admission of Children to Care - Centre for Urban & Community Studies' Research Bulletin #5

This study, referenced in section "8. Homelessness and Children" of the Homelessness in Toronto, May 2004 report, finds that the number of children admitted into care at least partly because of housing problems increased from 290 (or 18% of the total) to 450 (or 21%) in 2000. Housing as a factor in delaying the return of a child also increased from 8.6% of the total to 11.5%. The increasing homelessness on children is yet another terrible legacy emerging directly from Toronto's housing problems.
