Out of the Shadows at Last: Transforming Mental Health, Mental Illness and Addiction Services in Canada
The Honourable Senator Keon moved, seconded by the Honourable Senator Stratton: That the Standing Senate Committee on Social Affairs, Science and Technology be authorized to examine and report on issues arising from, and developments since, the tabling of its final report on the state of the health care system in Canada in October 2002. In particular, the Committee shal be authorized to examine issues concerning mental health and mental illness. Over the past year, the Standing Senate Committee on Social Affairs, Science and Technology has received more than two thousand submissions from all across Canada on the subject of mental health, mental illness and addiction. Hundreds of Canadians shared heartbreaking stories that revealed to the Committee the true state of Canada's mental health, mental illness and addiction "system". Through two online consulation processes, as well as hearings in every province and territory, the Committee heard from those who are most directly affected by Canada's mental health system, people who live or lived in the past with a mental illness or addiction. The members of the Committee have come to recognize the reality that profound change is essential if persons living with mental illness are to receive the help they need and to which they are entitled.
