Shelterless in Vancouver: a Report to City Council

This report presents information about the shelterless in Vancouver that has been gathered as part of the work of City staff who provide housing relocation assistance to those who have difficulties finding housing. The report describes the findings from a series of nighttime walkabouts by staff and volunteers who have searched the streets of Vancouver to find, count, wake, interview and offer services to the people who live in the streets. The purpose of these walkabouts is to: 1. supply limited but accurate information on who is sleeping out and why;
2. become familiar with the camping places of the shelterless; 3. develop a methodology to establish a rough baseline of the number of the shelterless; 4. offer assistance to those living in the streets; and 5. keep a narrative record of important variables such as weather, changes in the urban geography, proximity to welfare-cheque day, to use for comparison with future searches.
