The Vancouver Agreement: Multi-level Government Responses to the Challenges of Social Exclusion in the City of Vancouver

This article provides an overview of an agreement between the government of Canada, the Province of British Columbia and the City of Vancouver to work together to improve conditions for low income people in Vancouver, with an initial focus on the inner city neighbourhood of the Downtown Eastside. This is a neighbourhood that has faced considerable
decline due to structural changes in the economy as well as a significant increase in the numbers of people with mental illness and addiction to drugs. At the same time it has also faced increased market investment because of its strategic location in the city core and many potential amenities.
