Description: This report presents recommendations for a funding and implementation model for addressing the housing and support needs of individuals with addictions, mental illness and other serious medical conditions who require support beyond provision of housing. Undertaken on behalf of the City of Vancouver, its foundation is based on the City's extensive work and consultation in creating the City’s Homeless Action Plan, and the Housing Plan for the Downtown Eastside.
