This report begins by briefly discussing who is homeless in Yellowknife and then outlines program responses, including emergency shelters and various models of housing. An overview will then be provided of major funding initiatives from the federal and territorial governments, as well as various forms of homelessness assistance provided by the City of Yellowknife. It describes two eras in housing, the formative era and the modern era. In these two sections, the author sums up policy as well as providing statistics on the number of housing units built. The article complements Yates' critique very well in that it shows the faults with the "northern vision" strategy of modernization and assimilation. The study combines findings from three research activities: a literature review on rural housing issues associated with low-income persons; a review of published and unpublished Canadian statistics on the topic of housing needs in rural areas; and a series of case studies in 12 diverse rural communities and small towns including Coral Harbour, Nunavut.
