Homelessness: Access to Supports and Services
Addressing the many and varied needs of anyone who is at risk of or experiencing housing instability or homelessness requires delivering a continuum of supports and services in the community. A complete continuum of supports would include: 1) needs identification and connection (e.g. outreach, community planning); 2) supportive and preventative services (e.g. rent banks, food banks; couseling); 3) emergency housing (e.g. shelters and hostels); 4) transitional housing (e.g. halfway homes for ex-offenders); 5) long-term supportive housing (e.g. residences for those with mental health issues); 6) community awareness (e.g. research dissemination, presentations); and, 7) affordable housing (e.g. rent-geared-to-income housing).

Ideally, in any community across Canada, an individual with particular needs could access supports and services at many points along the continuum until their needs are addressed and daily struggles alleviated, as much as possible. Many will ...
never be completely free of requiring supports and services. But a continuum of supports and services is a way of ensuring the each individual can access the assistance they need in order to address their circumstances. And, as their needs change, they can access new services and supports.
