The Families in Transition Pilot (Pilot) is a component of Lutherwood’s Housing Services Department (Lutherwood) funded by the Regional Municipality of Waterloo (the Region). Over 2013/14, Lutherwood worked in partnership with the Cambridge Shelter Corporation to offer the Pilot to address the emerging needs of families experiencing homelessness or at risk of housing loss in Cambridge. The goal of the Pilot was to increase housing stability among families in Cambridge through centralized, coordinated shelter intake with a focus on “diversion” (where alternatives to shelter are accessed as a first priority) and “rapid re-housing” (where a short shelter stay is required, but the housing situation is resolved usually in less than two weeks). The Pilot was developed as a response to the increasing number of local families seeking emergency shelter (creating escalating shelter costs), and local research findings highlighting the negative impacts of homelessness and shelter stays on children and families.
