Welfare under the microscope

The Great Recession has forced many countries to review their expenditures. One result is a new, worldwide interest in reforming welfare. There is a broad range of reforms. Britain's budget-slashing efforts will force welfare recipients to seek work, even unpaid volunteer work, or risk losing their benefits. Brazil will use business-style bonuses to encourage the poor to make the right choices. There's even talk in Canada of a guaranteed annual income.
