Criminalizing Poverty: the Criminal Law Power and the Safe Streets Act

Squeegeeing has become a common practice in Toronto in 1990 in the period of economic decline. Trying to clean the steets of beggars, the government refused to face the problem and passed a Safe Street Act. The government official justified their decision by characterizing the squeegeeing as a behavior dangerous to the public peace.
