After decades of emergency response to homelessness, there is growing recognition of the need to focus efforts beyond emergency services. The United Way-P & L Odette Charitable Foundation Homelessness Solutions Lab brought together experts on homeless-serving systems who are innovating and working on solutions—service providers, academics, government partners—to uncover and share the most impactful practices to addressing homelessness. Together, the recommendations in this report, which include enabling Indigenous-led solutions for Indigenous homelessness, identify evidence-based practices that will support system managers and networks, funders, and service providers to make the shift from managing to ending homelessness in the GTA.
