People involved in the justice system often become caught in a vicious cycle of homelessness and incarceration. Few would argue that a goal of the legal system is to impose enduring economic hardship, yet this is the reality for many Ontarians involved in the justice system.
This new report on homelessness and incarceration examines the growing number of No Fixed Address admissions into Ontario’s correctional facilities.

Last October, when the Province of Ontario released A Place to Call Home, the report of the expert advisory panel on homelessness, youth homelessness was identified as one of four priority areas for the government.
