Urgent Need, Serious Opportunity: Towards a New Social Model for Canada's Aboriginal Peoples

This paper explains the historical background of Aboriginal issues in Canada, as well as describing current social policies. It gives various statistics on the quality of life for First Nations, Métis, and Inuit people. In particular, the author notes the high incidence of suicide among Inuit men, how there is less access to adequate water and sewer infrastructure in rural communities, and that the number of Aboriginals living in homes requiring major repairs is disproportionate to the number of non-Aboriginals in such homes. Though it does not directly discuss homelessness and northern issues, it does provide some useful information on the conditions of Inuit life, such as population size, and the administration of social services in northern areas.
