Wards of the Crown is a heartbreaking view of four lives and of a broken system. The film states, "All children should have the right to expect stability and a place to belong." The social workers in the film agree, but their frustration is clear. With 66,000 children in the child welfare system, there is clearly something wrong with the status quo.
