Applicability of a Continuum of Care Model to Address Homelessness

The U.S. Department of Housing and Urban Development uses the Continuum of Care model (CoC) to allocate funds to each community for its local service providers dealing with homelessness. The CoC model requires a single consolidated application that meets certain criteria. This research examines the applicability of the CoC model to similar agencies in Canada. Homelessness stakeholders believe there are many elements that could work here, such as the requirement for collaborative planning, but there are also challenges, such as the silo effect of some local health and social services.
