The complexities of the affordable housing delivery system – and the confusing rules and policies associated with government housing programs – are preventing low income people with disabilities from accessing decent and affordable housing. These barriers to housing are compounded by the stigma and discrimination which pervades the housing market, and the reluctance of many government housing officials to acknowledge and address the housing needs of people with disabilities in local housing strategies. These dynamics – and an ever increasing need for affordable housing for people with disabilities – have resulted in a serious housing crisis affecting millions of people with disabilities in every community in the United States today.
