The associate professor of economics, institute adjunct scholar and veteran researcher synopsized his recently completed What is Poverty? Providing Clarity for Canada, published by the institute. Efforts to accurately measure and define poverty in Canada have been hindered by inconsistent and poor quality data, said the professor, whose national research has included York Region. The result is a confusing picture often further distorted by politicians and activists.
