This paper has been prepared to help understand and define the issues in downloading the administration of social housing to local government. At the conclusion of this paper there are suggestions about actions that might be taken by both municipal councils and individuals. The provincial government is expected to introduce legislation implementing downloading in May or June, but government officials have not been willing to say how they are proposing to act on most of the important issues. We fear that the government will attempt to restrict the time for debate on the legislation, hence the need to understand the issues in advance and be prepared to act quickly if needed.
