Towards a Stronger National Housing Strategy: Meeting Canada's Human Rights Obligations

The Federal Housing Advocate is tasked with overseeing the implementation of the National Housing Strategy (NHS) to ensure that it upholds Canada's commitments under the National Housing Strategy Act (NHSA). This oversight also involves ensuring that the NHS aligns with the United Nations Sustainable Development Goals, safeguards the rights of marginalized communities, and contributes to the gradual realization of the right to adequate housing in Canada. Additionally, the Advocate is guided by the United Nations Declaration on the Rights of Indigenous Peoples Act (2021) in their efforts.

In preparation for fulfilling this responsibility, the Office of the Federal Housing Advocate (OFHA) initiated research to identify areas where the NHS could be improved. The information presented in this document is based on research conducted by the National Right to Housing Network, the Women's National Housing and Homelessness Network, as well as Bruce Porter and Steve Pomeroy, all on behalf of the OFHA.

The fact sheets included here provide a summary of the research findings and offer practical analyses and recommendations for enhancing and renewing the NHS to align with the NHSA. It's important to note that while the issues and recommendations are presented separately, they are most comprehensible when considered as interconnected components of a broader initiative.

In March 2022, this report was submitted to the Minister of Housing and Diversity and Inclusion for their consideration in the effort to enhance and revitalize the National Housing Strategy.
